Quran is a recitation present in the world. It is recited continously by its guardians who are known in the world as Muslims. Muslims zealously guard this recitation and institutionalise its memorisation. Therefore, this is one clear recitation in the world.
From this recitation, the listener is addressed. The listener is to take from this recitation, understand it and apply it. He thereby enters the process and becomes the reader.
